I am looking for circuit designs for a multi SMD 12 volt scanning circuit. All I can find uses  9 leds.

I want to use high bright SMD or other leds and have them scan at least 30 to 60 leds from one end to the other.  It must have supply voltage of 12 volts DC.

I haven't considered leds values yet except for brightness until I can find a circuit to do this with and will order leds then.

What's an LED scanner? Don't you mean a sequencer of chaser?

Two CD4017s and some transistors could be used to do this.
