in newbie in the field of electronics. is it deadly when you hold a 12V 13amp regulated power supply? coz i have this one in our home and i am afraid if i accidentally touch the output voltage. tnx

No because the voltage isn't high enough to cause a large enough current to flow through you to harm you.
