Certainly it doesn't work because the 2N3055 is not a PNP transistor. Perhaps It could work with a PNP transistor like TIP2955 but I am even not sure. -

Clearly there are a mistake, the + and - inputs are inverted no doubt is possible !

yes SN72... are linear ICs I searched and found SN7216 don't exist all SN72... are SN72XXX (five digits) for example, SN72106 = LM106/206/306 -
