    A battery charger does not dump power when the battery is fully charged. It simply turns off the charging.

    I noticed the same that the volts don't match.

    BasicPCB.com allows you to order 3 boards for 3 bucks a piece which is great if you're looking for cheap PCB prototypes.

    I'd recommend to stay away from offshore PCB houses like https://www.pcbway.com/ since they have gotten by boards delayed and also have had to pay custom fees on top of the delay.  Not to mention the quality of others like "dirty boards pcb".
