trying to build a varible 24vdc circuit

am trying to build a moterized recovery reel for our commo wire. my question is that i have a 24vdc motor that is geared down but still runs a bit to fast. i have 24vdc coming from vechile power and would like to make it so i can be varible going into the motor so i can adjust speed. i tried a simple reostat but when there is a strain on the motor it pulls up to 12 amps. what i would like to do is design a circuit with a 24vdc input that will put out a varible voltage between aprox 5 vdc to 16vdc while being able to handle the high amout of amprage..... any help in designing this circuit would be greatly aprecated. thankyou in advance
