I built a small one tube transmitter (Lil'7) and everything was perfect, except it didn't work. After double checking everything three times I tested the new 117L7 tube (from AES) and found one plate (pin 3 output) measured about 650 (good) and the other (pin 6 rectifier) was 200 (replace) Is this enough to keep this thing from making even the slightest bit of noise? I have serviced some Hagstrom and Marshall amps and I once built an FM stereo receiver-amplifier in the early seventies. Can you post the schematic then maybe someone can assist you. Have you run the new tube in the tester? It is possible that they have made a series of bad tubes.
