If you do not conformal coat the traces, then there will be arcing in the future when dust accumulates on the board. Also, there are some design rules to be found on the web for high voltage track spacing. It is dependent upon several factors, but it is possible to get arcing between traces under the right circumstances.
You should post your pcb question in the PC Board area since most members interested in making boards will be there.

A good rule (for any pcb) is never to leave it uncoated, and this goes for both sides. Even if there are no HV present, the solder and the copper will corrode and cause problems in the future. Dust and other contaminations will disturb the circuits function if it’s allowed to collect moist. This is very important for all pcbs no matter what voltage we are talking about.
