Regulated power supply

Welcome to our forum.

I would use a power resistor as a shunt; one example here:

The resistor item number 60-619-07 is 0.05 Ohms and will work fine as a shunt. If you like to “fine-tune” the value you can parallel it with a standard resistor but I don’t think it’s necessary.
