  hi I want to know what happens if power supply fails,and what is necessity

If a power supply fails you either lose the power or getting the wrong voltage. The need for failure alarm or a backup system depends very much on the use. A life support system needs a backup but for a less important power supply it might be enough with a failure alarm.

the catch with this type of alarm is that it needs to have it's own power supply.

Where else are you going to get power? A Capacitor can only hold a charge for so long. Solar won't work at night.
I guess you could hook a bunch of Crystal sets up to get your power or your Plants......

well you could use lemons  ;D, they have those multi fraud small volt size caps for memory, 12v ones for car use, use a 140db piezo horn.
