When the average input becomes too high then it reduces the level down to normal. When the average level becomes too low then it increases it up to normal but it also increases background noise when there is no program sound.Some audio compressor limiter circuits react slowly so a loud sound blasts at full volume until the circuit can reduce it. Most circuits slowly increase the level back to normal when a loud program sound level decreases to normal. Then the gain is said to be "breathing".Power consumption is determined by the parts used and their load impedance.
