Job Request - Oscillating Current Board

I wonder if you could help me.
For testing a prototype a require a simple circuit board designed and made.

I require:

a board that can be powered by 9v to 25v.

that it creates an oscillating current.

Has a knob on that can adjust no oscillations / frequency from  between 1Hz to 150KHz to 150

Ideally the board will have two wires that the power is connected to and two that the oscillating current is created to.

I require no box.
I only require only one of this.

I invite offers to make this for me.
