Arduino good to start programming?

Will this be good to start in the programming world?

The computer you're on is a good start in the programming world.  Since you didn't ask if an UNO rev 3 would be good to start programming in the embedded world you got the first answer.  AVR's and PICs are ubiquitous in the industrial world and it's always a good thing to learn to program on them.  For hobby uses, the Arduino platform is pretty cool but eventually, if you're serious, you'll want to leave that behind and use a stand alone AVR or PIC programmer.  I used to work for a place that built industrial braking units and they used PIC's exclusively.
