Since you didn't ask if an UNO rev 3 would be good to start programming in the embedded world you got the first answer. AVR's and PICs are ubiquitous in the industrial world and it's always a good thing to learn to program on them. For hobby uses, the Arduino platform is pretty cool but eventually, if you're serious, you'll want to leave that behind and use a stand alone AVR or PIC programmer.
