ac resistance measurement system

Hi

I want to measure ac resistance. the circuit was shown at attach file. I don`t have enough information about practical test.

My question is what equipment i need and how can i prepare them? 

additional information:

frequency variable measurements from 0 Hz to 10 kHz
The phase error uncertainty less than +/- 5 x 10-5 
The amplitude uncertainty less than +/- 1 x 10-2 
data processing unit:the sampled measurement data were transformed into frequency domain (FFT).

the amplitude of current: less than 10 A

the amplitude of voltage: less than 1 V
