Optical Network Terminal (ONT) Design

I am trying to design an ONT for my company. I've found one and took a look inside of it (photos below).
I have no experience in this kind of devices, so i'ts quite hard for me to know where can I get the components for this project. 

Does someone know where can I buy this IC's?
