I hope you're not a terrorist - I don't we should be allowed to answer posts about bomb making.
Anyway I don't know how to make a nuclear hydrogen bomb but you could just mix 2 parts hydrogen to 1 part oxygen in a balloon and put a piece of plastic in the end with two pins sticking though to act both a spark plug and a stopper. Connect the pins to a fly back transformer or ignition coil.
Send a HV pulse into the spark plug and BANG!

This combination of Hydrogen and Oxigen is highly explosive and is sometimes received from hydrolisis.
