I think a 9V battery with high internal resistance can be used in parallel with a 3VDC D portable amp pack to run the 10 amp 6V DC headlight BUB at full brightness. Why not? More convincing reasons.

To increase the voltage from 12kV to 24kV, you need to adjust the inductors, capacitor parameters, and other components in the circuit.
Have you measured the voltage and current at the key points in the circuit?
