But I cannot understand why I should not be able to obtain at least
2A (@30V) with 15R, or 1.5A with 20R.

I have isolated the VARIAC from the PSU with an isolation transformer (it has taken sometime to find a suitable one) but this has had no effect on my problem with the output.
