what if i change from 240V to 48V? just to control the light bulb or motor..

PWM AC Motor Speed Controller

i need help in designing and building an AC motor speed controller for 240VAC to control the speed of the motor. but i'm not sure on how to start designing the cirucit. Can anyone help me with the circuit. thanks
