0-30 Vdc Stabilized Power Supply

Hi everyone I made this PSU but voltage regulation dont work fine. I have 0-60 % of P1 regulation 0-32 V and 61-100% of P1 constantly 32V. What is wrong ? Sorry for bad english. TNX Sasa G
