Does it work correct on the battery and not pluged in..?, if so swap the power supply they go crap and cause all kinds of intermitante problems.

Jumper wire
I buy 100 alagator clips off ebay and cut vering lengths of wire and solder up my own. The jumpers on ebay are not worth the effort. I use 14 AWG and that works for 99.9 of the stuff I do. Nice to have a pile of jumpers and good ones at that.

Confusion about led's forward voltage
No each is different. Even same color from different manufacture will be different. Most dvm on dioad test will show the fv drop.

Run down the pin 4 some more with the 50v cap and 24v zenner I would be expecting more than 11 volts. See what is happaning on ub2

Sounds like what I would do without a second thought. Does the inverter run ok besides this, if so, you probabbly nailed it.
