    Don't follow your logic ........ as I said, the opto output is open collector. What is the "high" level in terms of voltage? What happens if you disconnect R13? What type number is the opto? You might be getting yourself all bamboozeled by the type of opto you are using.(Base opto diode)

    Led driver not made for Halogen lights which do not require either constant voltage or constant current. Halogen lights are a thing of the past, wayyyyy too much heat dissipation. It might work though, as they say , suck it and see. Can only cook itself. I'd be buying a couple of LED lights...

    Best you try to find a circuit diagram and go from there. People in the know will have some idea on where to trace any fault with the device in front of them however the device is in front of you hence the first hurdle.
