    You could increase the voltage from 5V to 50V. That would allow you to operate at 300Hz instead of 30Hz.

    Yes. Ignoring the resistance for a moment, the effect of the inductance is to limit di/dt. The current week ramp up and down. With a constant voltage applied, the maximum current will be inversely related to frequency. With a series resistance, the peak current is still inversely related...

    It all depends on how the circuit is wired up. You need a schematic of the actual circuit to give a definite answer. However it is very unlikely that the chip would be powered all the time (which would be required to have 9V present at all times) ad it would drain the batteries for no good reason.

    It may be easier to remove the 3V to 9V circuit and power the device from (say) 6 AA cells in series. I believe those TL496 chips get instantly destroyed by reverse voltage, and I'm not sure how well they handle overload. There are cheap boost converters on ebay that can do this more robustly...

    So did you have the multimeter set to a voltage or current range? And what prompted you to "test" this power supply. As far as I can tell right now, what you are seeing could be as a result of the power supply protecting itself. Measure the output on a voltage range and tell us what you get.

    That circuit is designed to drive the gate of the mosfet if 3v3 is insufficient to turn it on. You probably don't have to go to all that effort, but I had the circuit handy.
