    Electrical fault currents do not go to ground. They can and do travel in earth conductors. Fault currents return through the neutral via the MEN link. Ground electrode is to keep supply mains voltage from floating above ground.

    Use a small geared motor maybe 3-6v and govern speed / voltage via pwm from a higher voltage supply like 12v. Should give fairly steady speed with your disk attached. Perhaps beef up the thickness of the disk to act more like a flywheel. Plenty of small geared motors on ebay.

    In electrical, ground values are obtained using a 4 probe earth tester. In electronics, ground simply means chassis/neg rail and associated shielding.

    I'd be making sure the LED you say draws 15mA actually does.Put say 180R in series with the LED and measure current with just the LED on the battery.

    What type of switch is this and how does it work?

    It's a standard run-of- the- mill 2 speed choke. As Bob said, high speed bypass, other two speeds provided from voltage drop in the choke. This type no longer used (again as Bob quoted.)
