27" Toshiba tv model:CX29672,chassis:TAC-9168

27" Toshiba stereo tv model:CX29672, chassis:TAC-9168, year: Oct 1991,
no Howard W.Sams service manual available, has poor video, looks like
AC in video-smears or picture washing out, I checked solder connections
on P902A=RGB cable on CRT board and I checked pin 11.
Anyone have any common repair tips for me?.Thanks in advance for help.

Diagnostic measurements?? Around the CRT, Video Outputs, signals at the
video processor, bad caps in the G2 supply circuit, Etc.
