Axial C testing

It was my understanding..,that a capacitor,when tested with a vom, that it would count up until it reached infinity...
Why then does an axial just test like a resistor.. or is that a bad cap?

It’s a bad capacitor.
Testing an electrolytic capacitor with a VOM in what mode?.
Continuity/diode mode will slowly charge the cap and the meters voltage will rise a bit.
Testing in Resistance mode will of course indicate some sort of resistance, unless it’s open circuit.
Bad capacitors do indeed turn into resistors (not literally).
In an ideal world a capacitor would have 0 Ohms, but it’s not an ideal world.

Do it another way. For over ~1uF, Apply to it the DC voltage labeled for ~5 seconds; measure its stored/held DC voltage that should diminish slowly to zero.
