best way to convert 16v to 12v at 1 amp

Prob find the simplest method is to employ a 7812 voltage regulator

Using a 7812 you will have to use a heat sink since the power of 1A*4V = 4W
An 7812 in a TO220 housing will be able to dissipate around 1W without heat
sink

if it is possible you might consider an LM2675 simple switcher form national

it is very easy to get to work

or spread the disipation across more devices...

An old trick to boost the current output of a regulator circuit...
The regulation isn't so tight, but it's so simple.
As the load current from the regulator approaches 1 amp,
the drop across the resistor is enough to start turning on the transistor.
