I've tried the suggestions posted, cleaning the rollers, trying
different pc's to test but to no avail. The paperfeed won't engage, and
I suspect it must be an IC problem. Thanks anyways.

If a mechanical action isn't powerful enough or sometimes isn't happening at
all, check electrolytic capacitors in the vicinity.
