how can I convert 10 Volt (analog) to 4-digit (digital) with four seven segment?

Buy a DVM.
They cost between 20 and 100.

IF you want to BUILD such an beastie you need several
parts. (Dozens) and some skill with a microprocessor
or a custom DVM chip.

Cheaper and faster just to buy the DVM.
