Energy Plug Meter

Hi guys,
I have realized a system for the management of household electricity consumption. It consists of a data logger and a plug meter that communicate via network
zigbee. The data logger is developed with raspberry while the plug is commercial and therefore very expensive.
Just for this I would like to build a prototype of open source plug meter. It must measure the energy consumed, the power consumption and communicate data via Zigbee network
(XBee). Furthermore, it should have a bit of memory for storing data.
Unfortunately I am not an expert on electronics but on the web I found an open source project on the same line of what I want to accomplish (diagram attached) unfortunately it has not been updated since 2011.
I would like to know if someone has already developed something similar and if the circuit diagram can be a good start.

I can "rent" an energy meter for two weeks for free from a local library. But I never tried one because here electricity is inexpensive.

I got an energy meter free from the energy company but the batteries ran out and now it's hardly used.
