Hfe of transistor in circuit

how much difference will a transistor with Hfe 15-20 & 20-25 will bring to the circuit while all other parameters being same.

It depends entirely on the circuit. Well-designed ccts don't depend much on the current gain of a transistor, but for poorly designed circuits the case is quite different.
What about posting the circuit diagram please?

i think it depend on the biasing as well. but how much would it change for these two values?

I'm actually a bit amazed that such poor transistors are still available after all these years.
Regardless, if there are 2 such transistors in a circuit and the correct operation of the circuit depends on them being matched... poor design, I say.
How about putting the circuit diagram up so we can see what the cct is all about, then there might be something more helpful we can say.
