There are, apparently, some converter packages out there, but they are
1. Expensive (IIRC, one package cost over $5k)
2. Flaky (because the data conversions are reverse engineered and there
are no guarantees).
So, in summary, if you are asking 'Does anyone know of any pcb packages
besides Allegro that can import Allegro board files guaranteed
successfully?' the answer is no, as far as I know.
If you wish merely to view such board files, Cadence makes available a
free viewer.
