JUNGLE IC has low input Voltage on all vcc pins

lA7631K jungle ic on crt has low vcc input voltages on all 3 vcc pins.

Memory has 5v , is it possible that jungle ic is shorted and making the input voltages low. The memory has 5v but the jungle ic has not able to reach 5v at all.
