Light Controlled Device (wireless)

Given this situation:
i have to make 2 things. The “sensor” and the “wheel”.
This two communicates wireless.

What i want is, if it is daylight, the “wheel” spins faster. At night , the “wheel” spins slower.
Any idea? For my project. Thank you very much

You termed it a "a light controlled device(wireless), you need to emphasis more on your project, is it going to be a device that is controlled only by light? Is it only a sensor or wheel the device will need to operate? Will it be that it will make use of light to function and not battery or electric charge? Please emphasis more.
