Panasonic CT-3020B repair

Hi all,
I'm trying to breathe life into an old tv set that belongs to a friend. I've done a little poking around but at the very top level -

I believe I have high voltage, CRT is glowing orange as expected, static on the screen can be felt after power on - no picture.

I've replaced one IC and a resistor that was getting incredibly hot.

Measuring test points and labelled parts on the card only reveal one obvious mismatch - I don't see more than 1V on the 25V output from the flyback transformer.

Thoughts and help are appreciated!

Orange on the tube is the heater, not indicitive of ht presence at all.

Check for Excessive Load on 25V Line. If the 25V output is heavily loaded by a shorted component like a bad capacitor or IC, it can drag the voltage down.
