Is there a way to pulsate (turn on/off automatically) a 1.5v D cell battery? Maybe some sort of 2 pin inline relay, timer, flasher or something? Kind of like a 12v car flasher does. I would want it to stay on for a second or so then go off for a second and repeat. would a ic 555 chip do this? if so how do i regulate the time from on to off?

Hello,

If the oscillator should also run on the 1.5 Volts D cell, your possibilities will be very low.
There are hardly chips that will run on 1.5 Volts.

For 1.5V operation you might be able to use a BJT astable oscillator.

But what load are you trying to drive with the 1.5V signal?

Hello,

There is a low voltage 7400 variant called the 74auc00.
It won't be easy to use as it is only available in a QFN package.
It will work from 0.8 to 2.7 Volts.

Below is the LTspice simulation of a two BJT astable (relaxation) oscillator the operates from 1.5V, and uses a capacitor doubler circuit to generate a short periodic current pulse (red trace) in an LED (since 1.5V is not enough to power a visible LED):

A 1.5V alkaline battery is 1.6V when new then its voltage slowly drops to below 0.8V as it is used.
We do not know when your circuit will suddenly stop when the voltage becomes too low.

If you cannibalise a cheap garden light you will probably find it has a YX8018 IC which is used to boost 1.2V to ~3V to operate the LED. That could be used to boost the 1.5V cell voltage to something which could power a 555 timer IC and visible-light LED.
