I am not familiar with sensors. Do i really need a data logger to decode the result from the soil moisture sensors?
Anyone who is familiar with moisture sensor please advise me.

It will depend on the sensor you use as to the format of the feedback you receive and how it needs to be processed. Also depends on what kind of data you want to collect. What MCU are you using and what kind of data do you want to collect?
