Solar panel power generation factor

Could some electronics/PV guru shed light
on this ? While browsing some literature
on solar power installation design, I came
upon the term "power generation factor" for
a solar panel. Googling this term has not
helped much. Any hints/suggestions as to
what this means/measures ?

A bit more context would help - or indeed, a link to the literature in
question.

It could be a reference to the proportion of incident energy converted
to electrical energy.

It might also be the ratio of the average power generated to the power
that would be generated if the panels were in full sunlight 24/7.

Either way, it would be expressed as positive dimensionless value less
than 1.
