Please some one help, i want to get the working of the project "[glow=red,2,300]PC Based MEssage Scrolling Display[/glow]".

If you want to learn how the circuit works, look at the datasheet of the old 74174 IC.
Why not attach pictures to your posts instead of storing them on that different site?
