Question about 2.4 ghz receiver

hello,
can some one help me to designa 2.4 ghz receiver ciruct that uses net from 3g sim card , and when i turn on the camera , the receive receives the video and take snapshots from the video every few seconds , then send the image to email

I hope you are expecting to pay a LOT for it. This is not a small project. If there is a commercial solution available at any cost, it is likely cheaper than building this from scratch.

I wouldn't know becuase I don't do that kind of work, but I think I can safely say that it would be 5 figures (in U.S. dollars).
