Laptop power cord compatibility

My original laptop power adapter is 19V 3.95A and this $1 thrift store cord is 14v 3.21A. Could this suffice at all?

Do you mean the connecting cable between power adapter and laptop or do you mean the power adapter?
The cable may work, possibly getting a bit warm as it is not rated for the 3.95 A of the adapter.
If you're talking about an adapter, 14 V instead of 19 V will usually not work.

Yeah, they're adapters for laptop battery charging .
