I always come across the term open collector is used for Wired OR logic, i tried creating a circuit to understand better

When i make the port high the line is pulled to 3.3V?
Edit: There is ground connected for micro controller B as well.

My doubt is the shorted current is same as max current? Does it mean that RL=0 and no current flows through R2 and R3 , V-=0V, and the voltage at V- will never be...

To verify i did the LTspice simulation but the values are different the current is getting discontinuous, the output voltage is only 11V. What is the reason?
