Sorry for the late ness again life got to me but glad you're feeling better!
Anywho did the test on both sides. Left pin was 82.6ohms and right was 0.21!
Ok, so doing that from emmiter to base gave me Zero ohms in circuit for some reason. And the voltage in test 2 was 194v and 200v.
Each probe on the horizontal plug measured different...
I have this RCA tv and since the horizontal and vertical cables are separate on the yoke the vertical works works fine but as soon as the horizontal is plugged in the TV immediately shuts itself off and I just replaced the HOT too.
The only test I did on the yoke was seek of there was...
Im taking precautions with properly discharging PSU components. Even worked on the one in a smaller CRT before but this one has a DVD player and VCR so the board is much more complex and Im unsure to what part could be bad
Tried looking online and I followed guides with sets having similar issues and they don't really help all too much unless you can point me to one. And I tested the large 200v cap just like in this video using the ohms settings since my meter doesn't have a capacitance mode.
I am aware of the...
Checked all fuses, replaced a bad resistor and MOSFET and still dead.
I think it's a power supply issue but unsure WHAT issue it has. I removed and tested the large black cap with my digital meter and it seemed to be fine gaining charge and doing as good cap would from the videos I watched.
Now...
I don't have a VHS tape unfortunately but I tried a few other devices like my NES and old camcorder and they have the same instable picture issue and white line moving up the screen.
Plus if you look at the blank blue screen which is the tuner's input and the black screen which is the AV input...
My Panasonic PV-M1323 WORKS but has this vertical issue going on and no way to adjust it that I know of. I tore it down to see is someone maybe knows which cap could be causing it or something else.

UPDATE TWO
Did the testing like you said and in the areas probed https://imgur.com/gallery/KJ8NtZO it read -62 and 62 depending on the spot and the part you marked with a yellow arrow coming out from and the box read ZERO.
Note again my hand slipped and I blew that resistor but I had done the...
Forgive me for being slow and having a late response but I REALLY appreciate your research into this and the detail.
I just want to be sure here... I should reassemble the TV set and test the voltage coming out of the power supply shown with the yellow arrow, and the likely culprits are the...
