    Oh meters use a tiny constant current and measure voltage so if your supply is 12V , that's 1.1A with uncertainty on Vdc. If there is no air flow or water flow, I think it overheats. 18W is too much to dump into a coil without cooling provide by fluid flow. !!

    It seems clear to me the solenoid only show AC input, thus I would say you have the wrong power source. It should be 12Vac and the wall transformer VA rating should meet or Exceed the solenoid VA rating. Although some can be operated with DC , if this was the case it would not have burnt up...
