    Make & model of your Chinese diver LED flashlight(torch). One fully charged 18650 cell is 4.2 V. Two cells in parallel,will get you 4.2v. Two cells in series would be 8.4 V. No (over-voltage) occurred. The best I could do for you is try to look up a schematic.
