    It is quite possible that the 5 Volt BUS'es on the laptops are not exactly the same, and that will lead to circulating currents; whether the AC chargers are connected or not. And it is not based on USB 2 or USB 3. But, my guess is, there will be some sort of protection to prevent 5 Volt...

    Some PSU's require a minimum load on 5 volts line. A HDD will not be spinning all the time, it will start and then stop after a few seconds. Try using a 6 volt, 6 or 12 Watt bulb on the 5 V line.

    A single transformer with those specs may not be easily available. A 110 V to 12 - 0 - 12 V @ 2A with an additional 6 V @1 A maybe available. Else you may have to go in for 2 transformers with secondaries of 12-0-12 V @ 2A and 6v @ 1A.

    MosFET's Source-Drain conduct both ways. You 3x4 Matrix should be workable replacing the switches by the MosFET.
