    Thats not a cap it's a MOV, It helps reduce noise and spikes on the power line. If you remove it your isolator should work again. If you want to replace it you can use a V130LA10A MOV.

    Romex is really tough cable I don't think water would penetrate it. And a cat could not bite through it. Check the end for a short, or your power strip.

    I think thats just an old AC tester, the clip goes to the neutral wire and the probe lights up when it touches 120 V.
