    If you have continuity between pins 9 and 28 with the TV off, you will need to first trace the regulator that supplies the IC and any bypass capacitors for it. How long did you hold the probes on the pins to confirm continuity?

    I would suspect this. Are you able to provide a detailed close up photo of the solder connections on the reverse of the connector?

    Have you proven the green LED works with a simple power supply and current limit resistor? Try comparing the forward voltage of both LEDs.

    Possibly, you need to trace if they are connected in the same way as the resistor numbers I mentioned above in the video. There are two other resistors close to the KA431 which could also be the potential divider for it.

    What type of meter did you use to measure it? Ideally, you need to measure the ESR. The capacitance is slightly lower than what it should be.

    Now find the two resistors that form the potential divider for that part. How did you measure the capacitor? Was it discharged first, in-circuit?

    Look for the part number on the HDMI IC and then search for its datasheet.

    Can you read the markings off the flat side of the component? You will need to trace the resistors that form a potential divider for that IC. Watch the video above, you are looking for the equivalent to R204 and R205 connected in the same way to IC1 on your board.

    If IC1 is a KA431 or similar, look at the values of the two resistors closest to it. You should be able to work out the set voltage.

    What voltage do you measure at IC1? Does the capacitor next to it have a domed top - hard to tell from the photo angle? Have you tested all the output diodes?
