    Firstly, you are playing with fire if you use this fan in an open environment. It is only single insulated and no earthing into the bargain. Shaded pole motor is also a synchronous motor meaning it's speed is dependant on mains frequency. Would be more sense to use a low voltage fan and a plug...

    Looks to me like only half of the meter is there. Selector plate, springs balls all missing. Looks like the board coped some overheating as well. Not really worth even thinking about. Especially when an el-cheapo one can be had for maybe $30 on Ebay.
