    I can say i have never had a issue with them, I have used slot opto's for motor speed detection for decades and no problems.

    Never been a problem so far when setting up something like this http://www.vhipe.com/product-private/SuperPID-Home.htm The retro-reflective type sensor is fairly closely gapped to the rotating shaft which has the dab of paint or reflective tape etc.

    Also known by other acronyms such as: HOT Horizontal output transformer. LOPT Line output Transformer FBT Flyback. ;) The SS HV rectifier is often incorporated into the body of the transformer.

    Another version that has been used is the retro-reflective sensor, just needs a spot of paint on any moving shaft, as used in the SuperPID motor controller. up to 25,000 RPM's.

    For that low RPM I would go with some Hi resolution disc, I have used these optical versions off Ebay for a couple of $$. Item # 112453707979

    Probabally, but there is no isolation per-se. As the OP asked what was the point of the opto.

    There is no isolation in the circuit shown, so no real point in using a Opto-isolator!! Except to use the triac switching element in the TLP3035 isolator.

    What are you trying to describe? On an EI style transformer ,The wire is wound on a the transformer core using a bobbin and some kind of rotary, electrical, mechanical or hand, means of winding the coil, usually with a turns counter to keep track.

    You could also start by measuring the breakaway torque required of the motor, use a short defined radius, wheel, pulley etc and a spring balance gauge in order to calculate initial torque.

    Although if a Universal motor as it appears to be, the frequency has no effect on RPM ;) The RPM on this motor is dependent on load, and voltage to a lesser extent.

    I see what appears to be brushes, if so it makes it a Universal motor, Which if so, should run to some extent on 120v also. The torque increases with load on this type of (series field) motor so with nothing to lose, try it on 120v.

    You are also potentially damaging your VFD by placing odd loads on it. It is not designed for that.
