    Do you see the motor trying to turn? If so It is usually two things, either the cap is bad or if it is the style that has a plastic worm & pinion, the gear wears and jams. The run cap is not usually on the board but mounted close to the motor. M.

    Are you sure it is not mechanical, is the motor trying to turn? Either the motor could be jammed or the start/run capacitor for the motor is the object leaking. If so the motor will just hum. M.

    Often large motors will not operate in the lower PWM range and require 50% and over duty cycle before they start turning. I would be inclined to use a lower gate voltage fet, such as logic level gate type. You have <5v available at the gate. M.

    What makes you think the old one is bad, it could be a combined L/C (inductance and capacitance) acting as a suppression device. If so Normally it should work without it as it is probably to suppress brush noise. That link does not load for me. M..

    Most DMM's do not have the energy capable of doing damage to the majority of components. You should have no problem using this Meter across the cap. M.

    Most old sewing machines have Universal motors (AC and Brushes). That appears to be a dual .005uf capacitors, if dual you could use two separate ones, if it IS a Universal motor then this is just a suppression device, and suitable AC voltage rated types would work. M.
